One mistake, most of the gulags didn't have fances. Why? Because there was no need for them. During winter, it was a snow desert, during test of the year, wetlands. Chance of succesful escape was more than low and if they wanted to make sure you won't come back, they would just send cossacks after you or ask locals to hunt you down
