Any dry dusty spot of land is super easy to transform into a lush garden if you waste water like crazy, which is what San Diego is doing… After draining the Colorado river, they aim now at polluting the bay by installing massive desalination plants. Of course you're allowed to do that, it's isn't against the law. But we shouldn't be proud of what has been accomplished here. I'm sure there are people doing desert gardens in San Diego, solely with rainwater collection : those are the true heroes.
