  1. Suit jacket fit is very subjective depending on the body type and the cloth being used prepare the suit. Example a cotton blazer with no lining can be a little more fitting than a thick wool tweed. Jacket length depends on a persons height. Short men should have jackets ending near their thumb. Be careful no behind to be exposed by a jacket. Shoulders are key should just end where shoulder end. A good suit should be fit enough not to show any loose fabric rolls and relaxed enough to sit and move your arms around. If you sit and feel the stitches of your armhole being pulled and almost tearing then yes its too tight n not tailored perfectly

  2. I prefer a slightly longer sleeve than that (showing a touch less shirt). And though I can't say the fit of your jacket is wrong in any way I reckon a little more room in it would look better (and I speak as someone who used to favour the tighter fit you are wearing, but now I think I was wrong). Just my opinion…

I would say that the fitting tips here are a little small, which is fair because that is the modern style, but if you are going for something a little more classic (maybe even a tad retro) you may want your sleeves and jacket slightly longer. I would suggest showing about a quarter inch of shirt-sleeve and getting a jacket that falls no longer than the thumb-knuckle.
