These fabrics are not waterproof. They are water resistant, which means that they delay water penetration up to a certain amount. They have very tight pores that allow air circulation (breathable) and keep low amounts of water out, exploiting water surface tension, but cannot keep continuous rain water from penetrating.
Only raincoats can be completely waterproof. But they are not practical for hiking, because they don't breath and will make you wet on the inside from sweat.
