Is it possible to cut jeans that are stretched?

My mom bought me cargo pants and it was too long for me but my cargo pants were different it had a tie on both ankles of the hem

I really suggest you measure the intended hemline on each leg and measure and cut each leg seperately. Fold and pin each leg, try on, and repin if necessary. With the thick folded seams at the legs and crotch, the legs often aren't identical. You might have noticed that the first pair of pants actually has slightly different lengths of each leg, very small, but noticable. You might not care, depending on the pants, but then again, you might.
