But you are right that the bottom chopstick rests on your ring finger, and doesn't move.
the movement of the top chopstick is controlled between your index and middle finger, not your index and thumb.
there are a lot of good videos on the proper way.

Bringing them together is nearly always impossible because the middle finger blocks the upper chopstick from touching the lower one.
