First off, beautiful tank. I would have done it on a slightly larger scale, as at the moment, there really isn't enough swimming room for (most) fish, especially with the hardscape in place. Maybe some tiny rasboras, or some species of killifish, or a long-fin Betta (at a push).
Neon tetras, be they P. innesi or P. axelrodi need much more room as they get much bigger than you would think. Also keep in mind that sizes are given in LS (standard length), which excludes the tail of fish. So a 3-4cm fish is more like 5-6cm in reality. Where I live, we usually recommend a tank no shorter than 100cm long for these fish.
I've never had neon tetras personnally, but I currently have some (not yet full-grown) Hyphessobrycon wadai (blueberry tetra), which get to about 3-3,5cm LS, in a 60cm long tank and I would not keep them in this size tank forever. They are very active fish and have pretty incredible bursts of speed at time.
All great but those fish need more space
The build is epic but please consider to move them in a bigger home
You may want to look in dwarf gouramis like croaking gourami (a Better option)

This swamp aquarium is really great and the blackwater just blends it very well. I'm surprised how you grow your Hydrocotyle Triparita so well. I tried to grow it but after planting it melted the other day. It will be helpful if you share tips on how to grow Hydrocotyle Triparita Mini.
I don't own any shrimps, but I think they might be able to live in such a small tank. But neon tetras can't live in such a tank. Neon tetras are schooling fish they should be kept at a minimum of six per tank otherwise they will be stressed and can be prone to diseases. And they require at least a 10-gallon tank ,your tank which is 30cm,20cm,16 cm is about 2.5 gallons, and this size is reduced by the substrate plants and the heavy use of hardscape.
