Howe made a solid tactical decision based on available information and past experience. It's easy to, with omniscient hindsight, talk about the decision as a blunder, but one must always consider what information a general has. War has a gargantuan degree of luck involved, and you can make endless correct decisions and still lose purely because the odds come out against you. History is full of exceptional leaders and skilled generals who won or lost solely because their gamble worked out. This isn't to say that it's all luck; just that you make the best choices you have at a given time. Sometimes they'll work, sometimes they won't. That's not failure, that's just life.
