I think you miss spoke the assumption was not that the construction would go into the valley floor, but they encountered a construction area they assumed that they would not allow construction to occur on the burial site so they assumed the site was not at that location and looked other places when Carter was told this was his final year Carter out of desperation returned to that site and found the stairs and the sealed door. When we say things like he "ruled over the greatest transformative era" and base that off inscriptions he himself or government establishment had carved, how do we know that those aren't the ancient equivalent of Biden or Trump tweets?
