There is a country that natively speaks a conlang right now: Israel. The language they call "Hebrew" is in fact a conlang with no genetic continuity to ancient Hebrew. They reconstructed what they think Hebrew might have kinda sounded like, then invented an entirely new grammar and lexicon. Very impressive, truly. There are millions of people whose first language was invented within living memory.
