Maybe you're right.. or maybe they know 12,000 is a paltry amount but they can't order more because the product doesn't actually work yet. It gives the company some capital to continue RnD without heavily investing in them… Maybe Ukraine wants them because they can use them to take on AA missles when going deep range, as a distraction. Like Russia does. an un-jammable drone is still an unjammable drone when Russia needs to try to shoot it down. Pair the drones with missiles and you can maybe hit more deep pockets.
