I mean, Spain was in ruin following the Spanish civil war, so joining the war on the side of the axis would have been a catastrophe for them.
They did the right thing for their people.
Spain was not neutral. It was officially non-belligerent but pro-Axis. Franco sent the Blue Division to fight for Germany and supported the Axis with supplies and intel. Neutral countries do not send troops.
Spain did sent volunteers to help the axis in operation Barbarossa

Spain did try to take Gibraltar from Britain in WW2, they failed despite Britain being occupied fighting Nazi Germany.
I would say Fascist Italy as well but we all know Mussolini's Government was practically useless and Italy's army was only successful going up against countries with no modern army.
