You're not telling the whole story of what happened after the shelling.
The Russians were obviously quite upset about it,so along with the UK made 3 demands to the Ottomans:
1. A formal apology for the shelling.
2. Compensation/reparations for the damages.
3. The Ottomans had to abandon their alliance with Germany, essentially abandoning all possibility of military modernization.
The 1st 2 parts of the demand, while not great, were at least acceptable to the Ottomans.
It was the last demand that was a bridge too far for the Ottomans as it not only meant abandoning any chance of military modernization, but it would've also condensed the Ottoman to having 0 friends as Germany was probably the only European power not actively hostile to the Ottomans.
This was what ultimately drove the Ottomans to join the Central Powers
